A republic that still has to govern does not get to treat the General Assembly hall as a court. It also does not get to treat the absence of a transcript as if the transcript had already arrived. Those are two different failures, and this week offers both.
The first failure is older than this session. A podium is a place where a state, or a secretary-general, or a king, may speak. It is not a bench. It does not find facts. It does not swear witnesses. It does not issue a decree that binds a cabinet in Jerusalem, or a convoy in the Strait, or a Central Elections Committee that still has to finish a docket before 27 October Soft VERIFY. The speech may be grave. The speech may be ugly. The speech may be useful as texture. It is still a speech.

The podium’s favorite confusion
The confusion is always the same. A hall of delegations is asked to behave like a tribunal. “Genocidal mindset,” “ethnic cleansing,” “concentration camp,” “expansionist appetite” — these are courtroom words when they are used as if a finding had been entered. On a podium they are oratory. Oratory can be true, false, mixed, or merely useful to the speaker’s home audience. The republic that still has to govern is not required to pretend that oratory is a judgment.

The republic that still has to govern
Jerusalem is not New York. That sentence is not a slogan. It is a jurisdiction.
The people who still have to govern a Jewish state this month are not the people who will clap or walk out on First Avenue. They are a cabinet that may or may not exist in its present shape after 27 October Soft VERIFY. They are a Central Elections Committee that is hearing §7A files while the hall recites Gaza. They are a public that is being offered, from abroad, a story in which Israel is the file and the world is the court.

If the US–Iran contact produces a corridor, the corridor will not need this essay to exist. If it produces another meeting and another “little agreement,” that is also a fact Soft VERIFY, and it still is not water.

The republic that still has to govern will still have to govern on Friday morning: lists, hearings, a publish-by date, an appeals date, an election date, a strait that does not care what was said in New York, and a public that should not be trained to think the hall has already ruled.
